To amend the Fair Housing Act to assure the power of States and localities to limit group homes for recovering drug and alcohol abusers.

A BILL

To amend the Fair Housing Act to assure the power of States and localities to limit group homes for recovering drug and alcohol abusers.

    Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ‘Residential Neighborhood Preservation Act of 1997’.

SEC. 2. STATE AND LOCAL AUTHORITY WITH RESPECT TO GROUP HOMES.

    Section 807 of the Fair Housing Act (42. U.S.C. 3607) is amended by adding at the end the following:

    ‘(c) Nothing in section 804(f) shall prohibit any local, State, or Federal limitation on the placement in a residential area of any group home for persons who are recovering drug or alcohol abusers.’.
