Airport Environmental and Community Fairness Act - Declares that the granting of additional slots for air service at LaGuardia Airport in New York shall be considered a major Federal action significantly affecting the quality of the human environment and requiring an environmental impact statement for purposes of the National Environmental Policy Act of 1969.
Declares invalid the Secretary of Transportation's orders 97-10-17 and 98-4-22 granting slot exemptions at LaGuardia and John F. Kennedy airports.
