3/13/1998--Passed Senate amended. Requests the President: (1) to call for the creation of a United Nations (UN) commission to establish an international record of the criminal culpability of Saddam Hussein and other Iraqi officials; (2) to call for the UN to form an international criminal tribunal for the purpose of indicting, prosecuting, and imprisoning Hussein and other Iraqi officials who may be found responsible for crimes against humanity, genocide, and other violations of international humanitarian law; and (3) upon the creation of such a commission and tribunal, to take steps necessary, including the reprogramming of funds, to ensure U.S. support for efforts to bring Saddam Hussein and other Iraqi officials to justice.
