Mr. KUYKENDALL (for himself, Mr. BILBRAY, and Mr. SAM JOHNSON of Texas) introduced the following bill; which was referred to the Committee on Government Reform


A BILL

To amend title 5, United States Code, to provide that members of the uniformed services may participate in the Thrift Savings Plan.

    Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. PARTICIPATION BY MEMBERS OF THE UNIFORMED SERVICES IN THE THRIFT SAVINGS PLAN.

    (a) IN GENERAL-

      (1) CONTRIBUTIONS- Section 8432(a) of title 5, United States Code, is amended--

        (A) by inserting ‘(1)’ after ‘(a)’; and

        (B) by adding at the end the following new paragraph:

    ‘(2) For purposes of this subchapter, the term ‘employee’ includes a member of the uniformed services.’.

      (2) BENEFITS- Section 8433 of such title is amended by adding at the end the following:

    ‘(i) A member of the uniformed services shall be entitled to the balance in the member’s account in addition to any benefits or pay to which the member is entitled under title 10, United States Code.’.

    (b) EFFECTIVE DATE- The amendments made by this section shall apply with respect to basic pay received by a member of the uniformed services after December 31, 2000.
