A BILL

To apply the Foreign Corrupt Practices Act of 1977 to the International Olympic Committee.

    Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ‘International Olympic Committee Integrity Act of 1999’.

SEC. 2. FINDINGS AND PURPOSE.

    (a) FINDINGS- The Congress finds the following:

      (1) The International Olympic Committee has been beset by allegations of illegal and improper gifts made to its members during the bid process in which cities compete to host the Olympic games.

      (2) In order to maintain the integrity of the Olympic games, reforms are necessary to ensure that future Olympic games are awarded to host cities in an impartial manner.

    (b) PURPOSE- The purpose of this Act is to prevent persons from unfairly influencing the International Olympic Committee with respect to the process in which cities compete to host the Olympic games.

SEC. 3. APPLICATION OF FOREIGN CORRUPT PRACTICES ACT OF 1977 TO INTERNATIONAL OLYMPIC COMMITTEE.

    (a) IN GENERAL- Section 104(h)(2) of the Foreign Corrupt Practices Act of 1977 (15 U.S.C. 78dd-2(h)(2)) is amended by adding at the end the following:

      ‘(C) The term ‘foreign official’ includes any member of, employee of, or any person acting in an official capacity for or on behalf of, the International Olympic Committee.’.

    (b) EFFECTIVE DATE- The amendment made by subsection (a) shall apply to any act occurring on or after the date of enactment of this Act.
