A BILL

To make supplemental appropriations for fiscal year 2001 to provide emergency disaster relief for damages resulting from ice storms.

    Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ‘Ice Storms Emergency Supplemental Appropriations Act, 2001’.

TITLE I--SUPPLEMENTAL APPROPRIATIONS

    The following sums are appropriated, out of any money in the Treasury not otherwise appropriated, to provide supplemental appropriations for fiscal year 2001:

CHAPTER 1

DEPARTMENT OF AGRICULTURE

Natural Resources Conservation Service

forestry incentives program

    For an additional amount for ‘Forestry Incentives Program’ for emergency expenses resulting from damages from ice storms in December 2000 in Arkansas, Oklahoma, and Texas, $26,000,000.

CHAPTER 2

DEPARTMENT OF AGRICULTURE

Forest Service

national forest system

    For an additional amount for ‘National Forest System’ for emergency expenses resulting from damages from ice storms in December 2000 in the Ouachita and Ozark National Forests, $31,452,500: Provided, That, of the total amount provided in this paragraph, $31,204,000 shall be for the Ouachita National Forest, of which $7,267,000 shall be for salvage timber removal, $23,837,000 shall be for reestablishment of plantation, and $100,000 shall be for wildlife openings and threatened and endangered species: Provided further, That, of the total amount provided in this paragraph, $248,500 shall be for the Ozark National Forest.

wildland fire management

    For an additional amount for ‘Wildland Fire Management’ for emergency expenses for presuppression and wildfire suppression resulting from ice storms in December 2000 in the Ouachita National Forest, $2,869,000.

capital improvement and maintenance

    For an additional amount for ‘Capital Improvement and Maintenance’ for emergency expenses resulting from ice storms in December 2000 in the Ouachita National Forest, $3,098,000, of which $2,448,000 shall be for road cleanup and repair and $650,000 shall be for trail cleanup and repair.

TITLE II--GENERAL PROVISIONS

SEC. 201. EMERGENCY DESIGNATION.

    Each amount appropriated in this Act--

      (1) is designated by the Congress as an emergency requirement pursuant to section 251(b)(2)(A) of the Balanced Budget and Emergency Deficit Control Act of 1985; and

      (2) shall be available only to the extent that the President transmits to the Congress an official budget request that includes designation of the entire amount of the request as an emergency requirement pursuant to such section.
