12/20/2001--Passed Senate amended. Provides that with respect to the use of the emergency fund authorized under Federal highway provisions to pay the costs of projects in response to the attack on the World Trade Center in New York City on September 11, 2001, notwithstanding otherwise applicable limitations: (1) the Federal cost share of each such project shall be 100 percent; and (2) the Secretary of Transportation may obligate more than $100 million for those projects.
