Federal Employees Paid Parental Leave Act of 2003 - Amends Federal Civil Service provisions to require that, of the 12 weeks of leave available to a Federal employee during any 12-month period based on the birth of a child or the placement of a child with the employee for adoption or foster care, up to one-half of that time (as the employee may designate) shall be with pay, in addition to any annual or sick leave which the employee may otherwise elect to use as part of the same12-week period.
