5/13/2003--Introduced. Veterans' Memorial Preservation and Recognition Act of 2003 -Amends the Federal criminal code to prohibit willfully desecrating a monument on public property commemorating the service of any person in the U.S. armed forces where: (1) the defendant travels in, or uses an instrumentality of, interstate or foreign commerce; or (2) the monument is located on Federal property.Requires that veterans cemeteries be treated as sites permitting supplemental guide signs on Federal-aid highways.Authorizes the Secretary of Veterans Affairs to make grants to a State or qualified organization for up to 50 percent of the costs of the repair or restoration of a veterans memorial.
