H.J.Res. 58, would disapprove and nullify the rule issued by the Department of Education on October 31, 2016, imposing new standards on teacher education and preparation.
The rule to be nullified establishes definitions and requirements for states and institutions of higher education to develop measures for assessing teacher preparation performance and establishes indicators states must use to report on program performance beyond what is required in the law. In addition, sponsors say that the rule also exceeds the authority in the law and links program performance to TEACH Grant eligibility based on the definitions in the regulation.
