H.R. 2453 requires the Secretary of Homeland Security to establish an Intelligence Rotational Assignment Program as part of the Rotation Program included in the Homeland Security Act of 2002.

Section 844 of the Homeland Security Act of 2002 established the Homeland Security Rotation Program to provide middle and senior level employees in the Department the opportunity to broaden their skills, gain organizational knowledge, and enhance their personal and professional growth through other components of the Department.
