H.R. 2457 authorizes the Federal Energy Regulatory Commission, upon the request of the licensees for the projects numbered 12756 (Red River Lock and Dam No. 3 Project, Colfax, Louisiana), and 12757 and 12758 (Red River Lock and Dam No. 4 Project, Coushatta, Louisiana), to extend the time period during which the licensees are required to commence construction for up to three consecutive two-year periods from the date of the expiration of the original extensions.
