In the United States, a foreign agent is any American who lobbies or advocates on behalf of another country’s government. But due to several loopholes in the 1938 law requiring registration of such foreign agents, almost nobody has ever gotten punished for breaking it. Three different bills, authored by both Republicans and Democrats, aim to revamp the law for the 21st century.
