Agency heads, employees serving at level one of the Executive Schedule, employees within the Office of the Inspector General, and commissioners, board members, or other voting members of an independent board or organization would not qualify. In addition, the bill sets up a procedure where wasteful spending identified by employees can be sent to the President for potential inclusion in proposals to Congress ...
