Should the federal government entice schools to physically open in the fall, considering the unpredictable severity of COVID-19?

Context and what the bill does

U.S. schools have all been shut down and conducting remote internet-based learning since mid-March. Critics contend that the new form of education “didn’t work.” Remote learning has also been least effective for poorer students with unreliable access to the Internet.

The Reopen Our Schools Act would ban any federal funding for a public school that refuses to reopen for in-person instruction by September 8.

It does not provide additional funding for schools if they do open, which could help reduce class sizes or ensure adequate personal protective equipment such as face coverings. Such factors are currently considered necessary for least-risk reopenings.
