Context
The federal renewable energy Production Tax Credit (PTC) was originally created in 1992 and scheduled to expire in 1999. Yet Congress renewed it then and has since renewed it 12 times — under Democratic control, split control, and Republican control alike. It has financially helped certain sectors of renewable energy, particularly wind.
2015’s Consolidated Appropriations Act scheduled a three-year phaseout of the PTC, passed by a Republican Congress and signed into law by Democratic President Barack Obama. Under the plan, the PTC would continue unabated in 2016, then be reduced by 20 percent in 2017, 40 percent in 2018, 60 percent in 2019, and then eliminated entirely in 2020.
