The Affordable Care Act, popularly called Obamacare, included an individual mandate requiring all Americans to have health insurance, either through their job or an exchange. However, the individual mandate was removed by Republicans in 2017’s tax reform law. Many who accordingly chose to forgo purchasing health insurance as a result have been younger adults, for whom the cost is prohibitive.

Federal tax credits help people pay for health insurance on an exchange, yet the cost can still be large even after the credits kick in.
