Should the “Yellow Pages” test be given a green or a red light?


For decades, advocates of limited government have suggested the “Yellow Pages test” to reduce government overreach and costs.

Under this test, any government service that can be replicated by a company in the Yellow Pages — or these days, found online too — should be subject to market competition. Government wouldn’t automatically be the lone service provider with no alternatives.

Some cities and states have instituted the test, such as Indianapolis, but it doesn’t exist on a federal level.
