Context

What’s the best way to reduce U.S. greenhouse gas emissions, the primary contributor to the global climate crisis? The Clean Air Act contains a potentially-powerful tool called Section 115, which has existed for decades but only actually been invoked by the Environmental Protection Agency (EPA) once in American history. But some say it should be invoked again now.

Here’s how it works. Usually, when the EPA chooses to regulate air pollution or greenhouse gas emissions, they use a different section of the Clean Air Act: Section 111. That allows them to regulate greenhouse gas emissions from individual industries or sectors, one at a time.
