                               To authorize the Secretary of the Interior to designate the
                                  September 11th National Memorial Trail, and for other
                                  purposes.

                                  1              Be it enacted by the Senate and House of Representa-
                                  2 tives of the United States of America in Congress assembled,
                                  3        SECTION 1. SEPTEMBER 11TH NATIONAL MEMORIAL TRAIL

                                  4                                ROUTE.

                                  5              (a) DEFINITIONS.—In this section:
                                  6                       (1) MAP.—The term ‘‘Map’’ means the map en-
                                  7              titled ‘‘September 11th National Memorial Trail

G:\M\17\SUSPENSION\H2278_SUS.XML 2 1 Route Proposed Trail Route,’’ numbered 669/ 2 176,670A, and dated July 2021. 3 (2) SECRETARY.—The term ‘‘Secretary’’ means 4 the Secretary of the Interior, acting through the Di- 5 rector of the National Park Service. 6 (3) TRAIL ROUTE.—The term ‘‘Trail Route’’ 7 means the September 11th National Memorial Trail 8 Route designated under subsection (b). 9 (b) ESTABLISHMENT OF TRAIL ROUTE.— 10 (1) DESIGNATION.—There is designated a Trail 11 Route, to be known as the ‘‘September 11th Na- 12 tional Memorial Trail Route’’, to link the National 13 9/11 Memorial and Museum in New York City, the 14 National 9/11 Pentagon Memorial in Arlington, Vir- 15 ginia, and the Flight 93 National Memorial in Som- 16 erset County, Pennsylvania. G:\M\17\SUSPENSION\H2278_SUS.XML 3 1 ries alive and reaffirms the exceptionalism of 2 our country; and 3 (C) be a celebration of our Nation’s resil- 4 ience and perseverance since September 11, 5 2001. 6 (2) ROUTE.— 7 (A) IN GENERAL.—The Trail Route shall 8 consist of a series of trails as generally depicted 9 on the Map. 10 (B) AVAILABILITY OF MAP.—The Map 11 shall be available in the appropriate offices of 12 the National Park Service. 13 (C) REVISION.—The Secretary may revise 14 the Map by publication in the Federal Register 15 of a notice of availability of a new Map. 16 (c) ADMINISTRATION.—The Trail Route program 17 shall be administered by the Secretary in consultation with 18 the affected landowners, including any Federal, State, 19 Tribal or local agencies that manage the affected lands, 20 but shall not be considered to be a unit of the National 21 Park System or a part of the National Trail System. 22 (d) ACTIVITIES.—To facilitate the administration of 23 the Trail Route program and the dissemination of infor- 24 mation regarding the Trail Route, the Secretary shall— n/a (810457|4) July 22, 2021 (9:37 a.m.) VerDate Nov 24 2008 09:37 Jul 22, 2021 Jkt 000000 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 C:\USERS\LMDALY\APPDATA\ROAMING\SOFTQUAD\XMETAL\11.0\GEN\C\H2278_SUS.X
G:\M\17\SUSPENSION\H2278_SUS.XML 4 1 (1) produce and disseminate appropriate edu- 2 cational materials regarding the Trail Route, such 3 as handbooks, maps, exhibits, signs, interpretive 4 guides, electronic information, and other interpretive 5 materials; 6 (2) coordinate the management and planning of 7 the Trail Route with participating property owners, 8 other Federal agencies, State, Tribal, and local gov- 9 ernments, and nonprofit entities; 10 (3) create and adopt an official, uniform symbol 11 or device to mark the Trail Route; 12 (4) issue guidelines for the use of the symbol or 13 device adopted under paragraph (3); and 14 (5) if deemed appropriate by the Secretary, au- 15 thorize signage on lands managed by the General 16 Services Administration or the National Park Serv- 17 ice in the District of Columbia and its environs, 18 without regard to the requirements of the Com- 19 memorative Works Act (40 U.S.C. 8901). 20 (e) AGREEMENTS.—To ensure effective coordination 21 of the Federal and non-Federal properties along the Trail 22 Route, the Secretary may enter into agreements with, and 23 provide technical and financial assistance to, other Federal 24 agencies, the State, localities, regional governmental bod- 25 ies, and private entities. n/a (810457|4) July 22, 2021 (9:37 a.m.) VerDate Nov 24 2008 09:37 Jul 22, 2021 Jkt 000000 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 C:\USERS\LMDALY\APPDATA\ROAMING\SOFTQUAD\XMETAL\11.0\GEN\C\H2278_SUS.X
