A BILL
To amend the Department of Energy Organization Act with
respect to functions assigned to Assistant Secretaries,
and for other purposes.
1 Be it enacted by the Senate and House of Representa-
2 tives of the United States of America in Congress assembled,
3 SECTION 1. SHORT TITLE.
4 This Act may be cited as the ‘‘Energy Emergency
5 Leadership Act’’.
6 SEC. 2. FUNCTIONS ASSIGNED TO ASSISTANT SECRE-
7 TARIES.
8 (a) IN GENERAL.—Subsection (a) of section 203 of

1 7133(a)) is amended by adding at the end the following
2 new paragraph:
3 ‘‘(12) Energy emergency and energy security
4 functions, including—
5 ‘‘(A) responsibilities with respect to infra-
6 structure, cybersecurity, emerging threats, sup-
7 ply, and emergency planning, coordination, re-
8 sponse, and restoration; and
9 ‘‘(B) upon request of a State, local, or
10 tribal government or energy sector entity, and
11 in consultation with other Federal agencies as
12 appropriate, provision of technical assistance,
13 support, and response capabilities with respect
14 to energy security threats, risks, and inci-
15 dents.’’.
16 (b) COORDINATION.—The Secretary of Energy shall
17 ensure that the functions of the Secretary described in sec-
18 tion 203(a)(12) of the Department of Energy Organiza-
19 tion Act (as added by this Act) are performed in coordina-
20 tion with relevant Federal agencies.
