This bill limits the provision of funds authorized for surface transportation programs to an entity that is owned, controlled by, or otherwise related legally or financially to a corporation based in specified countries.

Such countries are those that

are identified as nonmarket economy countries (i.e., foreign countries that do not operate on market principles of cost or pricing structures), are identified by the U.S. Trade Representative (USTR) as a priority foreign country (e.g., a country that does not protect intellectual property rights), and are subject to monitoring by the USTR.
