Context and what the bill does

The CDC (Centers for Disease Control) maintains statistics about U.S. births and deaths. In 2021, it provisionally recorded 3.65 million births and 3.45 million deaths. (Yes, even during the Covid-19 pandemic there were more births than deaths, although population growth did slow to its lowest level ever as a result.)

The exact number of abortions nationwide is unclear. While 47 states report their data to the CDC, California, Maryland, and New Hampshire don’t report theirs. California in particular really throws off the numbers, as it makes up about 12 percent of the U.S. population alone.
