submitted the following resolution; which was referred to the Committee on Rules

RESOLUTION

Amending the Rules of the House of Representatives to require the chair of a committee or subcommittee to recognize members at a meeting of the committee or subcommittee in the order in which they seek recognition.

That clause 2 of rule XI of the Rules of the House of Representatives is amended by adding the following:

(q)

During a meeting of a committee or subcommittee, the chair shall recognize members in the order in which they seek recognition.
