Immigrations and Customs Enforcement (ICE) is the primary federal agency devoted to enforcing immigration laws. On the first day of Joe Biden’s presidency, ICE issued new guidance intended to curtail detainings and deportations.

Criticism came from both sides of the aisle. The right — including many employees of ICE itself — criticized the new policies as soft on crime. (The National Immigration and Customs Enforcement Council, a union representing about 5,000 immigration officers, endorsed Donald Trump for president in 2020 over Biden.) Progressives on the left saw the policies as a half-measure that maintained the primary infrastructure of immigration enforcement intact, contrary to their calls to “abolish ICE.”
