In late March 2020, shortly after the start of the COVID-19 pandemic, the Centers for Disease Control (CDC) instituted a nationwide eviction moratorium. While it did provide some exceptions and loopholes, it meant that millions of people couldn’t be thrown out of their apartments or houses for failure to pay the rent, at a time when so many lost their jobs or lost their income as businesses were forced to shut their doors.
