AN ACT
To amend title 38, United States Code, to authorize the
Secretary of Veterans Affairs to transfer the name of
property of the Department of Veterans Affairs des-
ignated by law to other property of the Department.
1 Be it enacted by the Senate and House of Representa-
2 tives of the United States of America in Congress assembled,

1 SECTION 1. AUTHORITY OF SECRETARY OF VETERANS AF-
2 FAIRS TO TRANSFER NAMES OF FACILITIES,
3 STRUCTURES, OR REAL PROPERTY OF DE-
4 PARTMENT OF VETERANS AFFAIRS.
5 (a) IN GENERAL.—Section 531 of title 38, United
6 States Code, is amended—
7 (1) in the section heading, by striking ‘‘Re-
8 quirement’’ and inserting ‘‘Requirements’’;
9 (2) by striking ‘‘Except as expressly provided
10 by law’’ and inserting the following:
11 ‘‘(a) NAMING LIMITATION.—Except as expressly pro-
12 vided by law or as authorized under subsection (b)’’; and
13 (3) by adding at the end the following:
14 ‘‘(b) TRANSFER OF NAMES.—
15 ‘‘(1) IN GENERAL.—The Secretary may transfer
16 the name of covered property of the Department to
17 other covered property of the Department if—
18 ‘‘(A) the original covered property was des-
19 ignated with that name by law;
20 ‘‘(B) the Department no longer offers ben-
21 efits or services at the original covered prop-
22 erty;
23 ‘‘(C) the other covered property is similar
24 in type and purpose as the original covered
25 property;

1 ‘‘(D) the other covered property is located
2 in a different location or at a different address
3 from the original covered property within the
4 town, city, or other local government area speci-
5 fied in the designation made by such law; and
6 ‘‘(E) such transfer occurs not less than 30
7 days after the Secretary notifies the Committee
8 on Veterans’ Affairs of the Senate, the Com-
9 mittee on Veterans’ Affairs of the House of
10 Representatives, and each member of Congress
11 representing the State in which the original cov-
12 ered property and other covered property are lo-
13 cated of the intent of the Secretary to transfer
14 the name of the original covered property to the
15 other covered property.
16 ‘‘(2) REFERENCES.—If the Secretary transfers
17 the name of covered property under paragraph (1),
18 any reference in a law, regulation, map, document,
19 paper, or other record of the United States to the
20 covered property originally named by law shall be
21 deemed to be a reference to the covered property to
22 which the name has been transferred under such
23 paragraph.
24 ‘‘(3) COVERED PROPERTY.—In this subsection,
25 the term ‘covered property’ means a facility, struc-

1 ture, or real property of the Department or a major
2 portion (such as a wing or floor) of any such facility,
3 structure, or real property.’’.
4 (b) CLERICAL AMENDMENT.—The table of sections
5 at the beginning of chapter 5 of title 38, United States
6 Code, is amended by striking the item relating to section
7 531 and inserting the following new item:
‘‘531. Requirements relating to naming of Department property.’’.
