A BILL

To require the establishment of defender organizations by Federal judicial districts.

1.

Short title

This Act may be cited as the Access to Justice Act of 2022.

2.

Defender organizations

Section 3006A(g)(1) of title 18, United States Code, is amended—

(1)

in the heading, by striking Qualifications and inserting Requirement;

(2)

in the first sentence, by striking or a part of a district in which at least two hundred persons annually require the appointment of counsel may and inserting shall; and

(3)

by striking the second sentence and inserting the following: Notwithstanding the preceding sentence, 2 adjacent districts or parts of districts may establish a single defender organization to serve both areas..
