More than 1 million immigrants have entered the U.S. legally through the Diversity Visa Lottery Program.
Here’s the idea behind it. Most types of immigration visas aren’t random at all. Some give preference based on family connections to existing U.S. citizens or green card holders. Others, such as H-2B visas, are given for foreign nationals to work at a specific job with an American employer. (Perhaps the most prominent example of the latter is when a professional sports team signs or drafts a foreign player.)
