A BILL
To amend the Higher Education Act of 1965 to prohibit the imposition of COVID–19 vaccine mandates by institutions of higher education, and for other purposes.
Short title
This Act may be cited as the Ending COVID Vaccine Mandates for Colleges and Universities Act

Prohibition on COVID–19 vaccine mandates
Part B of title I of the Higher Education Act of 1965 (20 U.S.C. 1011 et seq.) is amended by adding at the end the following:
Prohibition on COVID–19 vaccine mandates
Prohibition
An institution of higher education that imposes a COVID–19 vaccine mandate shall be ineligible to receive funds or otherwise participate in programs under this Act for the duration of the period during which such mandate is in effect.
COVID–19 vaccine mandate defined
In this section, the term COVID–19 vaccine mandate means any requirement that an individual receive an immunization that is intended to prevent or mitigate COVID–19 as a condition of that individual’s admission to, enrollment in, or attendance or employment at an institution of higher education.
