Context

In the mere six years between 1988 and 1994, the cost of United Nations peacekeeping missions surged by 13 times. At the time, the U.S. was paying 31.7% of the cost of UN peacekeeping missions.

Concerned by the ballooning costs, Congress in 1994 enacted a law which set U.S. funding at a maximum 25% of the cost of UN peacekeeping missions.

Although that may seem like more of a Republican policy today, the law — the Foreign Relations Authorization Act, Fiscal Years 1994 and 1995 — was actually enacted primarily by Democrats, the year before Republicans regained majority control of Congress.
