Context

Sometimes, one Democrat and one Republican team up to introduce a congressional bill together. They might issue a joint press release about it, or make a joint appearance on a political talk show like Meet the Press, but those efforts are “unofficial.”

Officially, though, Congress allows for only one lead sponsor, relegating the other member to cosponsor status. Problem is, that “buries” a bill’s bipartisan nature, making it seem at first glance like a bill is solely a Democratic or Republican effort.
