                          range 5 west, Mount Diablo meridian, Shasta County, California, and
                          further identified in the records of the Bureau of Reclamation, De-
                          partment of the Interior, as parcels A and B, respectively. The prop-
                          erties so exchanged either shall be approximately equal in fair market
                          value or if they are not approximately equal, shall be equalized by the
                          payment of cash to the district or to the Secretary as required: Pro-
                          elded^ That the Secretary shall order appraisals made of the fair
                          market value of both parcels of land without consideration for any
                          improvements thereon, with said appraisals to constitute final deter-
                          minations of value: Provided further^ That any casih pajrment received
                          by the Secretary shall be credited to the funds available for construc-
                          tion or operation and maintenance of the Central Valley project and
                          any disbursements made by him shall l>e made from said funds.

                          improvements thereon at Flat Rock, North Carolina, where Carl Sand-
                          burg lived and worked during the last twenty years of his life, com-
                          prising approximately two hiuidred and forty-two acres, together with
                          approximately six acres of adjacent or related property which the
                          Secretary may deem necessary for establishment of the Carl Sandburg
                          Home National Historic Site.
  Administration.           SEC. '1. The national historic site established pursuant to this Act
                          shall be administered by the Secretary of the Interior in accordance
                          with the provisions of the Act of ,August 25, 1916 (39 Stat. 535), as
                          amended and supplemented (16 U.S.C. 1 et seq.), and the Act of
                          August 21,1935 (49 Stat. 666; 16 U.S.C. 461-467).
  Appropriation.            SEC. 3. There are authorized to be appropriated the sums of
                          $225,000 for the acquisition of lands and interests in lands and $952,000
                          for development exj^enses incurred pursuant to the provisions of this
                          Act.
