90 STAT. 2498 PUBLIC LAW 94-537—OCT. 18, 1976 Public Law 94-537 94th Congress An Act Oct. 18, 1976 To authorize the obligation and expenditure of funds to implement for fiscal year [S. 3557] 1977 the provisions of the Treaty of Friendship and Cooperation between the United States and Spain, signed at Madrid on January 24, 1976, and for other purposes. Foreign Assistance Act of 1961, $15,000,000. (2) For security supporting assistance under chapter 4 of part 22 u s e 2346. I I of such Act, $7,000,000. (3) For international military education and training under Ante, p. 732. chapter 5 of part I I of such Act, $2,000,000. 22 u s e 2347. (4) For guaranties under section 24 of the Arms Export Ante, p. 734; Control Act, $12,000,000. 22 u s e 2764. (b) Subsection (b) of section 507 of the International Security Assistance and Arms Export Control Act of 1976 shall not apply with respect to the obligation or expenditure of funds appropriated under such section to carry out the treaty. SEC. 2. (a) Except as provided in subsection (b), foreign assistance and military sales activities carried out pursuant to the treaty shall be conducted in accordance with provisions of law applicable to foreign assistance and military sales programs of the United States. 22 u s e 2370. (b) Section 620(m) of the Foreign Assistance Act of 1961 shall not apply with respect to the programs and activities described in subsection (a). (c) In carrying out the provisions of article VI of Supplementary Agreement Number 7 (relating to modernizing, semiautomating, and maintaining the aircraft control and warning network in Spain), the United States contribution of not to exceed $50,000,000 shall be financed from Department of Defense appropriations available for that purpose. (d) This Act satisfies the requirements of section 7307 of title 10 of the United States Code with respect to the transfer of naval vessels pursuant to Supplementary Agreement Number 7.
PUBLIC LAW 94-537—OCT. 18, 1976 90 STAT. 2499 (e) In order to carry out the provisions of article X of Supple- mentary Agreement Number 7 (relating to lease and purchase of air- craft), the proceeds from the lease of aircraft to Spain under that article shall be available only for appropriation for the purchase of aircraft by the United States for the purposes of that article. SEC. 3. The authorities contained in this Act shall become effective Effective date, only upon such date as the treaty enters into force and shall continue in effect only so long as the treaty remains in force.
