Rept. 96-1438) Amends the Communications Act of 1934 to require the Federal Communications Commission to distribute licenses for very high frequency commercial television broadcasting stations to any State (or the District of Columbia) that does not have at least one such station whenever such stations become available because the Commission revoked or declined to renew a license for any such station.
