The House Small Business Committee was established to protect and assist small businesses. The Committee has jurisdiction over matters related to small business financial aid, regulatory flexibility, paperwork reduction, and the Small Business Administration (SBA) and its programs. (source)
The chairman is always selected from the majority party and the ranking member is the most senior member of the minority party. The majority party ensures it has a majority on every committee.
