Ramsey was a senator from Minnesota and was a Republican. He served from 1863 to 1875.

He was previously the representative for Pennsylvania’s 14th congressional district as a Whig from 1845 to 1847; and the representative for Pennsylvania’s 14th congressional district as a Whig from 1843 to 1845.
