Cummings was the representative for New York’s 10th congressional district and was a Democrat. He served from 1901 to 1903.

He was previously the representative for New York’s 10th congressional district as a Democrat from 1899 to 1901; the representative for New York’s 10th congressional district as a Democrat from 1895 to 1899; the representative for New York’s 11th congressional district as a Democrat from 1893 to 1895; the representative for New York’s 9th congressional district as a Democrat from 1891 to 1893; the representative for New York’s 9th congressional district as a Democrat from 1889 to 1891; and the representative for New York’s 6th congressional district as a Democrat from 1887 to 1889.
