Moore was a senator from Virginia and was a Republican. He served from 1804 to 1809.

He was previously the representative for Virginia’s 2nd congressional district as a Republican from 1795 to 1797; the representative for Virginia’s 2nd congressional district as a Democratic Republican from 1793 to 1795; the representative for Virginia’s 3rd congressional district as a Democratic Republican from 1791 to 1793; and the representative for Virginia’s 3rd congressional district as a Democratic Republican from 1789 to 1791.
