Bates was the representative for Pennsylvania’s 25th congressional district and was a Republican. He served from 1907 to 1913.

He was previously the representative for Pennsylvania’s 25th congressional district as a Republican from 1905 to 1907; the representative for Pennsylvania’s 25th congressional district as a Republican from 1903 to 1905; and the representative for Pennsylvania’s 26th congressional district as a Republican from 1901 to 1903.
