Greenwood was the representative for Indiana’s 7th congressional district and was a Democrat. He served from 1933 to 1938.

He was previously the representative for Indiana’s 2nd congressional district as a Democrat from 1931 to 1933; the representative for Indiana’s 2nd congressional district as a Democrat from 1927 to 1931; the representative for Indiana’s 2nd congressional district as a Democrat from 1925 to 1927; and the representative for Indiana’s 2nd congressional district as a Democrat from 1923 to 1925.
