Fitch was the representative for New York’s 15th congressional district and was a Democrat. He served from 1893 to 1895.
He was previously the representative for New York’s 13th congressional district as a Democrat from 1891 to 1893; the representative for New York’s 13th congressional district as a Democrat from 1889 to 1891; and the representative for New York’s 13th congressional district as a Republican from 1887 to 1889.
