Buckner was the representative for Missouri’s 7th congressional district and was a Democrat. He served from 1883 to 1885.

He was previously the representative for Missouri’s 13th congressional district as a Democrat from 1881 to 1883; the representative for Missouri’s 13th congressional district as a Democrat from 1877 to 1881; the representative for Missouri’s 13th congressional district as a Democrat from 1875 to 1877; and the representative for Missouri’s 13th congressional district as a Democrat from 1873 to 1875.
