Bourne was the representative for Rhode Island and was a Federalist. He served from 1795 to 1797.

He was previously the representative for Rhode Island as a Federalist from 1793 to 1795; the representative for Rhode Island’s 1st congressional district as a Federalist from 1791 to 1793; and the representative for Rhode Island’s 1st congressional district as a Federalist from 1789 to 1791.
