Howard was the representative for Maryland’s 4th congressional district and was a Democrat. He served from 1837 to 1839.
He was previously the representative for Maryland’s 4th congressional district as a Jackson from 1835 to 1837; the representative for Maryland’s 5th congressional district as a Jackson from 1831 to 1833; and the representative for Maryland’s 5th congressional district as a Jackson from 1829 to 1831.
