Hare was the representative for South Carolina’s 3rd congressional district and was a Democrat. He served from 1939 to 1946.

He was previously the representative for South Carolina’s 2nd congressional district as a Democrat from 1931 to 1933; the representative for South Carolina’s 2nd congressional district as a Democrat from 1927 to 1931; and the representative for South Carolina’s 2nd congressional district as a Democrat from 1925 to 1927.
