He was previously a senator from Virginia as a Democrat from 1925 to 1931; a senator from Virginia as a Democrat from 1920 to 1925; the representative for Virginia’s 6th congressional district as a Democrat from 1915 to 1918; the representative for Virginia’s 6th congressional district as a Democrat from 1907 to 1915; the representative for Virginia’s 6th congressional district as a Democrat from 1905 to 1907; the representative for Virginia’s 6th congressional district as a Democrat from 1903 to 1905; and the representative for Virginia’s 6th congressional district as a Democrat from 1902 to 1903.
