He was previously the representative for South Dakota as a Republican from 1909 to 1913; the representative for South Dakota as a Republican from 1905 to 1907; the representative for South Dakota as a Republican from 1903 to 1905; the representative for South Dakota as a Republican from 1901 to 1903; and the representative for South Dakota as a Republican from 1899 to 1901.
