Gifford was the representative for Massachusetts’s 9th congressional district and was a Republican. He served from 1943 to 1948.

He was previously the representative for Massachusetts’s 15th congressional district as a Republican from 1933 to 1942; the representative for Massachusetts’s 16th congressional district as a Republican from 1931 to 1933; the representative for Massachusetts’s 16th congressional district as a Republican from 1927 to 1931; the representative for Massachusetts’s 16th congressional district as a Republican from 1925 to 1927; the representative for Massachusetts’s 16th congressional district as a Republican from 1923 to 1925; and the representative for Massachusetts’s 16th congressional district as a Republican from 1921 to 1923.
