Ingersoll was the representative for Pennsylvania’s 4th congressional district and was a Democrat. He served from 1847 to 1849.

He was previously the representative for Pennsylvania’s 4th congressional district as a Democrat from 1845 to 1847; the representative for Pennsylvania’s 4th congressional district as a Democrat from 1843 to 1845; the representative for Pennsylvania’s 3rd congressional district as a Democrat from 1841 to 1843; and the representative for Pennsylvania’s 1st congressional district as a Republican from 1813 to 1815.
